Teh U.S. Coast Guard is gearing up for a meaningful shake-up in its leadership ranks as part of the recently unveiled force Design initiative. Acting Commandant Kevin Lundy shared this news in a memo that has come to light, indicating that the Department of Homeland Security is pushing for a leaner command structure.

The memo highlights concerns about excessive executive oversight within the Coast Guard, which it claims hampers swift decision-making processes.

As part of this restructuring, ther’s an order to cut flag officer positions by at least 25% by 2025. Currently, there are 46 flag officers in total—43 active and three reservists—meaning we could see at least 12 positions eliminated.

Additionally, Secretary Kristi Noem has scrapped plans for a promotion board that would have advanced six captains to admiral status.

This declaration follows Noem’s recent address to senior USCG leaders where she praised their capabilities and reaffirmed her commitment to funding the Coast Guard as one of her top priorities. She emphasized their crucial role in safeguarding U.S. borders and maritime areas, including ports and waterways.

Noem also mentioned that they are embarking on what she described as the most significant change since 1915 with Force Design 2028 aimed at creating a more agile and responsive service. This plan promises not only advanced technology but also reforms in how acquisitions are handled so they can quickly adapt to mission needs.

The leadership team assured everyone that these changes will tackle current workforce shortages while enhancing readiness against emerging threats.

The initial details were rolled out earlier this month with further updates expected soon. Vice Admiral Kevin Lundy took over command back in January after Admiral Linda Fagan was let go during the Trump management’s transition period. Under his leadership, there’s been a notable shift towards deploying resources along the southern border while ramping up efforts against human trafficking operations.
