DOT Appoints Interim Maritime Administrator as Carmel's Confirmation Process Unfolds
According to a recent announcement from the U.S. Department of Transportation, Sang H. Yi has stepped into the role of Acting Maritime Administrator (MARAD). In this capacity, Yi is set to spearhead initiatives aimed at bolstering domestic shipbuilding and reclaiming the United States’ maritime leadership, as highlighted in an Executive Order issued by President Trump back in April.
This appointment comes while Stephen Carmel, nominated by President Trump for the permanent MARAD Administrator position, awaits senate approval. As Acting Administrator, Yi will be responsible for overseeing efforts to enhance and modernize infrastructure that supports both commercial shipping and military sealift operations. Additionally, he will focus on initiatives designed to strengthen the maritime workforce and promote innovation within the industry.
“It’s a privilege to serve my country and contribute to revitalizing U.S. Maritime strength globally,” remarked Acting Administrator Yi. He emphasized that the Merchant Marine is crucial for national security and economic progress, asserting that partnerships within the industry are essential for building a robust maritime future.
Yi’s background includes nearly 15 years of experience in congressional oversight across three House committees along with previous roles in intelligence services. He graduated from the U.S. Merchant Marine Academy and holds a commission as an officer in the Navy Reserve alongside a Third Mate Unlimited license. Moreover, he earned an M.A. in National Security and strategic Studies from the U.S. Naval War College and also a J.D. from George Washington University Law School.
In May, retired Navy Captain Brent Sadler’s nomination was withdrawn so that Carmel could be considered instead; Carmel currently serves as president of U.S. Marine Management LLC (USMMI). His extensive experience encompasses command positions within merchant marine operations along with senior executive roles at Maersk Line Limited; he also possesses advanced degrees focusing on economics and international finance.
If confirmed by Congress, Carmel would make history as MARAD’s first administrator as 2005 with a Master’s Unlimited license—a meaningful credential according to Sadler who stated: “Stephen Carmel is solid—our nation urgently needs effective leadership at MARAD.”
